This is an action by the plaintiff, a resident and taxpayer of the city of Madison, for a permanent injunction enjoining the city of Madison and its officials from expending certain funds appropriated for the year 1975. A number of appropriations were challenged by the appellants action, but only three are involved upon this appeal. They are: (1) $10,000 to the budget of the City Planning Department for human resource services to be provided by the Madison Tenant Union (MTU); (2) $14,000 to the budget of the City Planning Department for human resource services to be provided by the Spanish-American Organization (SAO); and (3) $81,517 to the budget of the City Department of Public Health for a day care program.
